Requested a resolution via eBay; no response for three days, then finally a credit was issued. They will reply to negative feedback saying "this is not a regular occurrence". Based upon their ratio of negative feedback to total feedback, this happens nearly 5% of the time. Imagine if a large online retailer (I'm thinking of one that shares a name with a South American river) had a 5% failure rate.
