It clearly isn’t “New” as advertised. Looks used to me. “New” would have had the device in plastic and the power cable professionally tied in plastic in a box. The manual also has signs of moisture damage. So yeah, used but they kept the box and most the packaging around for possible resale. Besides that, shipped fast and since it works and I got a great deal even used, I am still happy. I just can’t give positive for false advertising.
