Screen not working properly

Ordered this ipad for my daughter after setting it up for her she brought it back said it wasn't working right. Took a look at it sure enough the touch screen wasnt working. Keyboard keys were off you'd press the letter M for example it would give you this symbol #. Screen just didn't work terrible item.
