Chip with datecode 1339 (lot 2013, week 39) has never been defective.

5V Micro USB 1A 18650 Lithium Battery Charging Board Charger Module

I use it to charge the elements 18650 that's just rented with defective laptop batteries to use these elements for other household needs (flashlights, toys, and so on.)
In particular, very good use of such batteries in electronic tonometer for blood pressure measurement,
because conventional batteries missing only a few precise measurements.
You can charge items using Li-Ion battery charger from any USB, and then use the long tonometer (eg: in the path or remote areas away from civilization)
