No Hi Beam

The item is advertised as Hi/Low Beam ; however, Hi Beam does not work. The bulbs are nice and bright but they are only functional in low beam. When you click to hi beams nothing happens, they just slightly flicker and remain in low Beam. It is not my vehicle because the high Beam worked just prior to installing these bulbs.
