U V clarifier poor quality

the one i had before had a strong light in the clarifier lamp in this new lamp it only shows 3 tiny small glows and i have had it for awhile now ( sorry i can't remember when had about 3-4 weeks ) i only noticed it a few days ago and i suppose it is too hard now to send it back, i don't have the packaging anymore now anyway, i have had it in the filter since i got it and the pond is still very dirty , but it it is getting clearer
