Not quite perfect, but can't beat it for price.
The item arrived in a reasonably well contained package. There is a diagram to show how it's assembled. It's very lightweight, and the finish of the parts is acceptable to me. I hit one snag on assembly. There was weld slag inside the square tube that carries the adjustable portion of the device. This disallowed complete range of motion of the adjustable member. I knocked out the weld slag with a long punch and hammer. It's not perfect, but it is fully adjustable now. As for utility, at 70.5 inches in height, I can use this machine on its lowest setting. Anyone shorter than that will not fit it correctly unless the adjustable piece is left free floating. This could be potentially unsafe. Additional holes could be drilled I suppose, if you're determined to buy it. Also, at 208 pounds, the rear of the machine lifts off the ground when I attempt to use it. Definitely unsafe in that regard. I attached a 35 lbs. weight to the rear foot, and that seems to work for now. Additionally, I felt my feet were cramped irregularly on the tread area. I mounted the machine onto 1.5 inch thick wood blocks, to correct this dysfunction. The best plan would be to lift it 1.5 inches and bolt it to the floor. Bottom line: For 40 bucks, you'll get something very nearly what you're looking for. Without modifications, I would be unhappy with it.
