Turns the water Brown

Added a little in the water and waited a few hours - the water turned Brown. I then waited two days while running the filter continuously and the water eventually turned clear again. Now with the proper PH "in rage" and alkaline level fine and with the chlorine/ bromine level a bit low I added this bromine again and the water turned brown again. This stuff is supposed to be 97.8 % pure my guess its 70% pure for I have tested it by adding it 5 times or so and it always turns the water brown? Just a note: Water tests out fine each time with a known good electronic tester before adding this , each time the PH and Alkaline are fine with just the bromine level a bit low, and once this was added - brown mud colored water is the result...
