Capacitors dry out.
The igniter gives intermittent trouble due to it being 40 years old, and the electrolytic capacitors do not have that lifetime - they dry out. The ignitier sometimes works but has definite low speed problems, as the capacitors lose at least 90% of their capacity when they dry out and that makes the igniter fail at low speeds.
