pipedream
The view of pipedream gave impression of larger item.
It will stretch and if gripped in hand makes for good enough hard rmaster but can not be used in any hands free way.

Not what I had hoped for
There is a claim that it works under water but th tape I used did not stick to pond liner rubber at all.. I cleaned repeatedly in last desperation 400 grit wet dry sand paper and the tape will not stick to the pond liner.
It is extremely durable heavy rubber with a strong adhesive that does not work in all wet conditions. (Does NOT work in pond liners Does Work in old 5 gallon plastic buckets used on the inside)
