Instructions in Asian language (no English) - would not pair with PS4

Item appears to be a legitimate controller, but we could not get it to work. When I bought a new item from a local store the next day, it paired immediatley. Item would not pair with PS4 and instructions were all in Asian language. Tried all pairing methods found on youtube and PS online, but nothing worked.
