Very soft

I purchased this grinding wheel to replace my existing wheel I use to sharpen tool bits. I fitted the wheel and went to grind a piece of mild steel, as I did it put a gouge in the front of the wheel, with a cloud of grinding wheel dust, it is obviously too soft for even mild steel? I will never be able to sharpen tool bits, never mind mild steel. I will consign it to the bin and purchase a better quality grinding wheel. Lesson learned, buy cheap, buy twice?
