Lionel 394-37 O Gauge Separate Sale Box Heat Type Beacon Top without Pin

It just doesn't work.

I have tried my best to get my vintage Lionel 394 Beacon to operate properly and purchased the correct parts from Trainz, and followed the Lionel Service Manual--but I cannot get the light to move at all.
