Cheap but capacity (label) is seriously misleading
The charger does charge the batteries and they do hold a charge. However, the technological state of the art from the world's primary manufacturers of these batteries achieves a storage capacity of about 3600 milliampere-hours, adequate for most usage (eg, flashlights/torches). The figure of 9800 mAh printed on the label is technologically nonsense, but most people have no way of measuring capacity! Some suppliers simply "re-wrap" cheap commodity batteries with their own printed plastic covers.
