Fake chip, different wire order
Fake, not FTDI chip. CH340 chip.
It would work, bit the wires are not connected to the PCB in the right way.
After reassembly you can use it, but it is not what you payed for.

Use Ti CC debugger with it.
Different kind of modulations. Ti CC Debugger recomended as well.
