What is the Refurbished Program?
eBay is every Aussie’s go-to destination for buying and selling refurbished inventory. Buyers can shop with confidence on eBay knowing they can find the newest tech at the best prices. The Refurbished program covers certain categories with four grades of inventory - you can learn more about these below.
In order to sell refurbished items in these conditions on eBay, sellers must qualify and meet a list of requirements at an item, listing and seller level. These include having minimum 30-day returns, free standard shipping and a minimum 1-year warranty.
The program conditions
Once accepted into the program sellers must accurately list items under 3 condition grades. All items in the program must be inspected, tested and cleaned by the eBay seller or a third party and come with a minimum 1 year warranty.
Appearance: The item is in pristine, like-new condition. It has been professionally inspected, cleaned, and refurbished by the manufacturer or a manufacturer-approved vendor to meet manufacturer specifications. The item will be in new packaging with original or new accessories.

The program requirements*
Below, you’ll find a complete list of the requirements sellers need to meet in order to be in the program. We recently published changes to the Refurbished Program terms & conditions which also meant changes to the below requirements. The list you see below is from the updated terms, which come into effect 31 January 2025. You can read more about these changes, and see the old terms on our landing page. Please note the below list of requirements is not exhaustive, see the full list of terms and requirements at the link below.
To be considered for listing with the above item conditions, business sellers must meet the following performance metrics:
- Above Standard or Top rated status
- Positive feedback store: >98.0%
- Item Not As Described (INAD): <4.0%
- Item Not Received (INR): <1.0%
- Stockout rate: <2.0%
- Cases closed without seller resolution: <0.3%
- Late shipment rate: <5.0%
- Late delivery rate: <8.0%
- Return Rate: <10%
- Comply with eBay’s selling policies
- Upload valid tracking for at least 95% of orders
- Meet the stated handling time promise
*eBay may exempt sellers from one or more of the above requirements. Additional requirements, including contractual requirements, apply prior to final approval. Seller participation in the Refurbished Program is at eBay’s absolute discretion.

Eligible Categories
The Refurbished program covers a list of ‘enabled’ categories. In enabled categories, sellers have to apply and be accepted into the program list in the four conditions. Otherwise the items have to be listed as ‘Used’.
In non-enabled categories, sellers can list their items as ‘Seller refurbished’ or Used. If there are categories which you’d like to be included in the program in the future, you can email us at refurbishedau@ebay.com.
How to get involved
If you are a current eBay seller with a Business account and believe your inventory qualifies, apply today using the below link.
Apply for Seller Refurbished if you are a third-party seller refurbishing items yourself or buying pre-refurbished inventory from another third-party.
Apply for Certified Refurbished if you are a brand or manufacturer refurbishing items yourself or you’re a seller buying certified refurbished inventory directly from the manufacturer.
How the application works
- When you apply for the Seller Refurbished conditions, you will be automatically evaluated when you apply based on your seller performance
- If accepted, you will need to agree to the program T&Cs
- If you’ve applied for the Certified Refurbished condition, your application will go to manual review and you’ll need to submit documentation to prove the items are certified
- Once you’ve signed the T&Cs, a member of our team will enable your account.

Terms and Conditions
*Free domestic postage
- Free postage to most regions within Australia, with no additional charge for multiple items.
- You can charge for postage to certain remote/regional postcodes, as well as external territories (Norfolk Island, Antarctic Bases, Christmas Island, Cocos (Keeling) Island).
- You may exclude PO Boxes if your carrier doesn't deliver there.
**Express postage option
- Required if your free postage option isn't an express service.
- Not required in categories where items are generally oversized and/or require special handling. Examples include batteries, power tools and musical instruments. For full details, download the list of categories where an express option is not required.
- "Reasonably priced" means you should only charge buyers the upgrade cost from standard to express postage. (For example, if your carrier charges $7 for standard postage and $11 for express, then you should only charge the buyer $4 for express postage.)
***Free 30+ day returns
- Your listing's return policy indicates seller paid returns within either 30 or 60 days.
- Not required on items which can't be returned for hygiene or safety reasons. Download the list of categories we consider non-returnable
- Seller paid returns are not required in categories where items are generally oversized and/or require special handling. For full details, download the list of categories where seller paid returns is not required. Sellers must still accept 30 day returns.
