Not much anyone can say.

If you're buying this and you are already aware of the size classes for the Transformers, there's really not much more that can, or should be said about Shockwave other than, it's a legends class figure.
If you're buying it for someone else as a present because of any of the following reasons:
A. A friend/relative told you they/their child likes Transformers
B. A friend/relative told you they/their child like Shockwave specifically
C. It's a "cheap toy" you can give as a present
there are things you need to know.
First up, it's not a big toy. The "Legends class" of Transformers are the smallest transforming figures in the range. They are pretty durable for their size, not indestructible, but still durable. Some parts do come off if too much pressure is applied to them but they will snap right back on again.
Secondly, you, your friend/relative, or someone else you are buying it for are fans of Shockwave. For the size of the figure, this is a decent representation of him. It is by no means a "Masterpiece" figure, those things are big and designed for as much detail as possible. In saying that, when I first saw this "in the flesh", my first reaction was "This is definitely Shockwave", After opening and transforming him, while not perfect, I laughed at how close to the original toy he looked. Apart from being so much smaller. It even has the sight that's on the back of the gun on this one. Fans will know what I am talking about. Non-fans, you won't really care.
Thirdly, while I was impressed with the looks of him, one thing did draw away from my "joy" over him. Being part of the "Combiner Wars" range he's supposed to be able to be used, in his alternate form, as a gun for any figure, combined or other wise, although he's Bruticus' gun. This is pretty much true, but being that he's the gun for Bruticus, I thought he might fit into the hands of Onslaught, the middle figure of the combined Bruticus, This isn't the case at all. I managed to get him into the hands of the other 'bots that form Bruticus, just not Onslaught. The peg has a "trigger guard" on it that is positioned just a tiny bit too close to the peg itself to allow for it to fit into the hand, although I should say with enough force, it probably would go in. The "guard" would probably end up warped, or the peg itself maybe. I, personally, am happy enough for it not to fit. This was the only flaw I found on it and it's beyond being so minor a flaw that really, it's not even worth thinking about. It's just something to be pointed out for those collectors who may have wanted to use Shockwave as Onslaughts gun for some reason.
In conclusion. This is a small version of the Shockwave character from Transformers. It looks a lot like the original character, right down to the colours. Transformation is fairly easy, if a little stiff the first time you try it.
Recommended for any Transformer fan that loved Shockwave.
